Some changes to the character creation rules:
Have 5+ characters: Have at least
Have 10+ characters: Wait
Have 20+ characters: Wait at least
Temporary change
During this term, you can make one Dodecawizard eligible (so 16+ years old) student at Beauxbatons, Firenze, Dahshur, Selveria, or Xanadu regardless of limits (ex. if you already have 2 sixth years at Hogwarts, this means you can make a sixth year Firenze student, for example).
This counts even after the Goblet of Fire is over.
