This is a temporary change since we have tons of first and second years and not many fourth and fifth years.
Every writer may have up to 1 character in fourth year, fifth year, and sixth year (If someone has more than 1, its because they made them as first years and kept with them until they're older).
This means you can create someone in those years if you don't have a character in that year yet. However, you do need to pass the Proficiency Exam at a third year level in order to do so. But remember, you only need to one time, then you're fine for any future characters.
This is per year. So for example, Iggy has a fourth year and a fifth year but no sixth year. So he could create a sixth year if he wanted.
Seventh years won't be included in this since they would be an adult in 1-3 months so its a bit pointless to create a seventh year.
