Hmm, good question. With Thawley dead I'd say that the war fetish has died down considerably since he was the sole engineer of it. Though, I think it really depends upon the individual character's outlook on it. Would they mind socializing with citizens of the opposing country? Did they even care about the war at all to begin with? I have a few characters who don't/didn't, and one of them even invites her Italian friends to come over to her place in England (that would be my Marie Ancel xD). And that being said yes I've seen Brits visit Italy and Italians visit the UK even when the heat of the war was still ongoing so I would assume that it was normal despite the hostilities. But these are my personal observations.
And I forgot to mention, now that Emily is the new Minister I think the war ought to be over soon enough XD. So it probably wouldn't matter much anymore. So if you ask me the governments of the two countries wouldn't be much at odds in general.
Whoops and I forgot to answer your other question. I think there can be a number of reasons that Max would travel to Britain and Brits would be traveling to Italy. Could be for vacation, business, etc. Kinda up to you and your imagination, that's how it's usually for me. Overall, I think you can safely plot Max with people from the UK without the hindrances caused by the war now.

Its in the process of ending now, with the Minister gone and the new one in talks of peace with Italy. Id say by Feb 2006, itll be officially over.
The war did last for 3 years and there were many casualties and hostility on both sides. Movements were restricted and any italians visiting Britain were watched to the best of britains ability.
Yeah there are some characters who didnt support the war, but it affected everyone a lot. Up until last year when they made enlistment in the army mandatory, most did support the war. The reasons for the war were:
-- radical italian assassinated some very high up british ministry employees and declared it was in the name of italy. -- italian pureblood extremist killed tens of people and destroyed 3 shops in diagon alley -- italian ministry aiding in most of the repairs on hogwarts in 1998 for their own advantages (they built a magical tunnel that leads into hogwarts from italy, but its been since destroyed). Though the tunnel wasnt publically known about. Thawley kept that hush.
So for the first 2 years, people supported the war against italy a lot. It wasnt until last year when they started to doubt whether they should still be fighting.
So yes, there are still very much tensions on both sides. Not as much for those who have relatives in italy, but for like 90% of people, very much so.
About the tunnel any particular defense the Italian Ministry gave to Thawley in private if he ever confronted them? Just wondering if it ever coms up in role-play with Celeste and Emily.

Stuart Thawley was the Minister for Magic for England. He started the war against Italy, and would still be in office if it was not for being murdered recently.
