If you haven't read the most recent Daily Prophet article, you probably should.
Due to certain events that have happened on the site for the past few roleplaying years and the paranoid nature of the newest Minister for Magic, Stewart Thawley, Britain and Italy are now at war. Another key factor that has yet to be revealed to the British Ministry will fuel the fire even more once they find out (the secret tunnel connecting Hogwarts to Firenze).
Thawley rationalizing it, thinking that Italy has already infiltrated Britain, trying to control it secretly for their own gain. He is putting in place a 'National Defence Squad', aiming to defend Britain against foreign foes. They will also employ a few spies to figure out what the Italians are planning back in Italy. As Britain is the one declaring war (because of Italy's apparent actions), they are going to be aggressive about their 'defence'. Like I said, he thinks that Italy are the aggressors.
Italy will put together a legion of witches and wizards to actually defend their country against the British. In all fairness, the secret society that really does run Italy (politically, that is, making sure that certain laws remain and push new ones that are in their favour), did try to have a hand in the rebuilding of Hogwarts. And yes, there was a plot to strengthen the lines of purebloods by mingling them with those of other countries... but that's not sinister. Anyway, their 'legion' will be on the defence. While the British 'Defence Squad' is really on the offence (irony, yes? xD).
I don't know how long this war will last, how big it will get, or if it will just dissipate after a year. That depends on everyone on the site. (: It could fizzle out and resolve itself in a few real months or turn into World War III (which is what would happen if the muggle politicians got involved, because Britain and Italy... oh boy, that wouldn't happen without tearing Europe apart, lol).
Anyway, point being, there are now two new sign-ups in the Registration board for the two new groups.
At the moment, there will be no student groups. Students will not be allowed to be employed in these groups, since they are actually government based (think: an actual army). However, if one does allow underage witches and wizards, it would definitely be the Legion first, but things would have to get bad for the Italians for that to happen.
Order of the Phoenix will not get involved. Their whole mission is to keep the peace. If they do get back together, it would be when the general public realizes that the British Ministry is in the wrong and to try and stop them (if it even gets that far). At the moment, though, due to the evidence, it is highly logical for any British citizen to come to the same conclusions Thawley did: Italian mafia rebuilds Hogwarts, an Italian destroyed Diagon Alley and killed many people in the process, an Italian (in the name of Italy and therefore the Italian government) killed two high ranking Ministry officials. What other conclusion would be drawn?
Feel free to start battles with others in the opposite group as your character(s). Once we have a few people in each group, we'll have a sign-up for battles so that some will occur for sure. The setting and how many from each group will be pre-determined, but the outcome will not - that's up to you. (:
